We built a third option. P&L Outdoor Solutions LLC is the client-facing company — Victor Pastor personally handles every estimate, every design review, and every client conversation. Level Up Quality Construction LLC is the licensed contracting arm — Grover Capriles leads all physical construction with a Virginia Class A RBC & CBC license and full insurance.
This separation protects you in three ways: your project is designed by someone who listens, built by someone who is legally licensed to do the work, and managed by a single point of contact who owns the outcome from start to finish.
Legal Protection
Level Up holds the Class A license required by Virginia law for structural work over $1,000. P&L handles the design and client relationship. Both are fully insured for their respective roles.
Owner Accountability
Victor and Grover are both owners — not employees. They have personal stakes in every project's success, not quarterly KPIs or commission targets.

Victor walks your property, listens to your vision, and our design team produces photorealistic 3D renderings.
Grover reviews the design for constructability, structural feasibility, and material availability before any pricing is finalized.
Victor presents the fixed-price proposal with line-item scope, exact materials, and a guaranteed completion date.
Level Up confirms labor scheduling, equipment allocation, and permit requirements before the contract is signed.
P&L files all permits, coordinates HOA approvals, and schedules utility locates.
Level Up orders materials, stages equipment, and confirms the crew lead assignment.
Victor visits the site daily to check progress, photograph milestones, and communicate with you.
Grover's crew executes the build — excavation, hardscape, structures, and finishes — to the approved design.
Victor walks the completed project with you, confirms every detail matches the approved 3D rendering, and addresses any punch-list items immediately.
Grover ensures all structural elements, drainage, and safety features meet code and engineering specifications.

Residential Building Contractor — the highest residential classification in Virginia. Required for structural work over $1,000.

Commercial Building Contractor — enables Level Up to handle multi-unit, HOA, and commercial outdoor living projects.
General Liability Insurance
Full coverage for property damage and bodily injury during construction. Certificate available on request.

2-Year Workmanship Warranty
All hardscape and structural work is warrantied for 24 months. If something fails due to our work, we fix it at no cost.
Permit Filing & Code Compliance
Level Up files all required permits and ensures every build meets or exceeds Virginia building code and local ordinances.
