HOA Approval
The Challenge
HOA required stamped concrete instead of pavers and a pergola under 10ft ridge height. Two contractors refused the job once they saw the restrictions.
Our Approach
We submitted stamped concrete samples in three colors to the HOA with renderings to speed approval. Built an aluminum pergola with cedar-look finish exactly at 9'10" ridge — HOA approved in 12 days.
The Outcome
Delivered on time, under the HOA radar, and the neighbors now want the same thing. Stamped concrete holding perfectly after spring freeze-thaw cycle.
This stamped concrete + pergola was completed in Sterling, VA — Cascades Community. P&L Outdoor Solutions serves homeowners across Northern Virginia and the Shenandoah Valley — including Leesburg, Ashburn, McLean, Great Falls, and more.

“We had three contractors say no to our HOA requirements. Victor said give me the rulebook — and worked within every single restriction. Perfect result.”
The stamped concrete looks better than any paver we looked at. And the pergola — it's exactly what we wanted. Victor handled every HOA form himself. We didn't do a single thing except pick the color.

“Three contractors told us they couldn't handle the HOA part. Victor said "we do this all the time" — and he did. The HOA approved it in under 3 weeks. The build itself was flawless.”
“We went from using the deck 6 weeks a year to 10 months. The screened porch is our favorite room in the house. We eat dinner there, work there, everything. Victor converted dead space into living space.”
“We use it in December with a portable heater. In summer with the ceiling fan. In the rain without getting wet. Victor built us an actual outdoor room, not just a structure.”
